Deleting Average Velocity?

If you select program changes or an area that has them, you can cut or hit delete and they disappear.

If you try the same thing with average velocity, why does it delete the notes as well? If you want to do that wouldn't you do it in the NOTE popup? Is there a setting to change the behaviour?

(This was in 6.25 as well).
